Duquense Fils-Aime wades through a river of garbage in a Cite Soleil canal. His job, which pays $112 per month, is to try and keep the waterway clear to prevent the polluted waterway from flooding into the densely populated slum where the cholera epidemic erupted. Duquense and his colleagues dive down into the canal and attempt to clear clogged drainage grills by hand, a Sisyphean task. “Sometimes I get a fever but I thank the Lord I am O.K.,” Mr. Fils-Aimé said. “We do the bad, and maybe people won’t get sick.”
