"Savannah Smoking"
13 year old Savannah on the day
before she is to be placed into a group home for 18 months. Savannah's mother
works at a local McDonalds and was often unaware of Savannah's truancy, until
child welfare intervened and threatened to charge Savannah's mother with
educational neglect. The mother agreed to let Savannah go under New York
State's supervision to avoid further legal involvement with the family.
