SEMEY, KAZAKHSTAN, NOVEMBER 27 Mayra Zhumageldina kisses her 16-year-old daughter, Zhannoor in a car in Semey, Kazakhstan Nov. 27, 2008. Mayra lived in a village close to the Nuclear Polygon, where over 400 nuclear weapons were test detonated during the Cold War. Zhannoor was born with microcephalia and sixth-degree scoleosis - a twisted spine - because of exposure to high levels of radiation. The defect harmed Zhannoor's brain development as if she were in a permanent vegetative state. She cannot think, speak or perform basic functions.
