Joe Smith holds onto his porch to keep from falling
into toxic water which surrounds his Desire Street home as a rescue
helicopter buzzes his house in New Orleans' Lower 9th Ward. Joe is one a
small band of Desire Street residents who refuse to evacuate despite living
without electricity, fresh water, toilets, or an efficient way to get around
the area. He and a friend use old boards to paddle an old boat around the
area flooded by Hurricane Katrina and the city's broken levees..
