The Shaw family transformed its pain into activism, lobbying to make their community safer with an initiative called Jamiel's Law. The proposed voter initiative would allow police to arrest illegal-immigrant gang members solely for being in the country illegally. Holding a box full of petition signatures, Jamiel Shaw Sr., center, says a prayer in thanks minutes before delivering the documents to city election officials. Supporters would later find out that they failed to gather enough voter signatures to qualify for the ballot. Supporters estimated they had turned in more than 76,000 petition signatures before the deadline, but elections officials said they tallied only 18,559 -- far short of the 73,963 signatures required.
