Unsteady Steps-Identical twins Jose and Steven Lugo, blow out candles on their birthday cakes July 27, 2003, during their 19th birthday party celebrated at a Chinese Restaurant in Vega Baja, Puerto Rico. There have been years of evening occupational therapy sessions, Saturday morning reading classes, orthadontist and eye appointments to get the twins to where they are now. And whatever Jose and Steven could not do for themselves, the rest of the family did for them.
