In the dark of night, commuters make their way through the streets of Gulu town without the aid of working streetlights to guide them. While the lights in the capital city of Kampala must stay on following riots last December, the districts of the north seem to be shouldering the burden of their nations power woes. As the national government struggles under the huge debt of a longstanding electricity bill, the estimated 150, 000 residents of this small city are forced to rebuild their local economy with frequent daytime outages and nightly blackouts.
