Manouch Afshar visits his Arabian stallion, Roshan, in the stables at Afshar's home in Douglas County, Colo. He said a "huge amount of water" is needed to care for his family's six horses and, with increasing water prices and plans for a new development nearby, Afshar is concerned about the future. He and his neighbors know the perils of relying too much on groundwater, as their wells first ran dry in 1997.
