In Nunavut, Canada's newest territory, the homicide rate this year is nine times the national average and violent crime is seven times greater. The rate of sexual assault is more than 1,270 per cent above the average and climbing. And it’s getting worse. As the crime rate in the rest of North America continues to drop, Nunavut’s has grown 100 per cent since the territory was formed in 1999. The pristine beauty of Cape Dorset gives little hint of the troubles faced by a population struggling to cope with a dramatic transition between their traditional lifestyle of hunting and fishing and their new community based living with a modern economy.
