Julio Almeida, 8, jumps off one of the rickety shacks that litter the backyard where he lives. Many say they didn't understand the details of the Freeze and didn't know its boundaries. Some people, including the Almeida family, who lives not far from Tuba City, don't even know whether or not they live on the Freeze.
