A handcuffed man sits next to inmates behind bars at
a police station in a suburb of Guatemala City in August 2003. For 36 years,
Guatemala faced a civil war that killed 200,000 people before a U.N.-brokered
peace agreement ended the fighting in 1996 but that peace has now been
replaced by drug smugglers, street gangs and criminals with ties to organized
bands of kidnappers, car thieves and armed robbers who now scare many
Guatemalans.
