KABUL, AFGHANISTAN-SEPTEMBER 30: Parwana, age 5, who is mentally and physically hanicapped lies on a cold cement floor September30,2002 at the Kabul women's mental institution (the home for the mentally ill ) where 28 females live. Parwana and her sister who is mentally retarted were left at the gate of the home three and a half years ago by their parents. The home is part of Marastoon, a housing complex for Afghan's handicapped run by the Afghan Red Cresent Society, it has no running water or medical facility. After two decades of war Afghanistan is struggling to find the funds to help their most vunerable people.
