The Rumuigbo Mental Hospital in Port Harcourt,
Nigeria is less a medical facility and more like a jail in which the mentally
ill while away the day in small cells or chained to beds rarely leaving their
cells. With only pennies a day per patient for operating costs, the hospital
spends as much on food as they do on medical care and counseling.
