Camden, New Jersey is among the nation's poorest and
most dangerous cities. The state passed legislation sending $175 million to
the city as part of a landmark revitalization package. The recovery bill
promised to lure investment to the city, along with middle-class residents
who might crack the clusters of poverty. To lower the soaring unemployment
rate, job training programs were planned, and tax incentives to encourage
police officers to join Camden‚s beleaguered force. The plan promised to be
a model for healing other post-industrial cities stuck in stubborn, familiar
cycles of poverty and despair. But four years later, Camden's future again
looks miserable as a series of new crisis take hold of the city.
