the hard streets of U.S. cities are thriving in Guatemala, drawing blame for
a wave of murders and other crimes that grip its shantytowns, and even its
prisons. Guatemalan authorities have made little headway against gang
activity in a nation struggling to overcome a culture of violence and
lawlessness that took root during a 36-year civil war.
