Freddie Brookings, Sr. started a local chapter of the
National Association for the Advancement of Colored People (NAACP) after his
son was arrested and sent to prison in the drug raid in Tulia, Texas. The
Tulia 13 were among dozens of mostly black residents arrested in 1999 on the
uncorroborated testimony of a single undercover agent, Tom Coleman. The drug
bust incarcerated almost 15% of the town's black population.
