Eastern Virginia suffered through a torment of storms and hurricanes during 1999. Hurricane Floyd, while sparing the area from high winds, brought torrential rains and caused major flooding throughout area cities. Families who never thought they would be facing flood waters found their homes and personal belongings destroyed.
